Odem roof management: the short answer

Odem roof management is a planned commercial roof maintenance program: scheduled roof inspections with photos and written findings, drain and debris clearing, seam and flashing touch-ups, and checks before and after storms, all kept in one record. It matters in Odem because the town sits in San Patricio County, a TWIA designated catastrophe area county, and has seen hurricane-force wind from Celia in 1970 and an unofficial 25 inches of rain in about 3.5 hours in 1984. Flat roofs here have to shed water fast and hold up to wind. Nelson Roof Contracting, 5233 IH 37, Corpus Christi, (361) 683-1733, provides commercial roof maintenance programs for Odem building owners, about 20 miles from our office.

Odem's Commercial Buildings: A Rail and Farm Town on US 77

Odem was platted in 1909 by John James Welder and David Odem, where two rail lines meet, about twenty miles from Corpus Christi. The St. Louis, Brownsville and Mexico Railway had laid track through the county in 1907. The town grew on farming. In the 1930s it shipped vegetables by the trainload, and by the 1980s cotton, corn and grain sorghum had taken over, with a large grain elevator and three gins nearby. Oil was found in the area in the 1930s.

The 2020 Census counted 2,255 people in Odem. Many residents work in Corpus Christi, and the city is served by Odem-Edroy ISD. In 2024 city leaders met with the Governor's Economic Development and Tourism office and pointed to Odem's location near Highway 37 and its railways as reasons it fits industry, with the Steel Dynamics plant in Sinton and Tesla in Robstown nearby as examples of what is coming to the region.

That mix shapes the roofs. Odem's commercial building stock is school and district buildings, churches, city and public buildings, small retail along the highway, and metal ag, shop and warehouse buildings. Most have low-slope or metal roofs that need the same thing: water off the roof fast, tight seams and fasteners, and someone checking them on a schedule.

What Odem's Weather and Location Do to a Flat or Metal Roof

Water is the first problem. The American Flood Coalition notes Odem is vulnerable to flooding during heavy rain and tropical systems, and estimates about 22.5% of properties are at risk over the next 30 years. Odem sits at about 72 feet of elevation on flat coastal plain. On a low-slope roof, a clogged scupper or a sagging deck turns a hard rain into ponding, and ponding water finds every weak seam.

Wind comes off the bay. Odem is close to Nueces Bay. During Hurricane Hanna in 2020, a station on Nueces Bay about 10 miles southeast of Odem measured a 59 mph gust. Wind lifts loose perimeter edge metal and flashing first, then works under the membrane.

Heat and sun never let up. Long, hot summers break down sealants, dry out caulk at penetrations and age coatings. Metal roofs on farm and shop buildings expand and contract every day, which backs out fasteners and opens laps over time.

Storms That Have Hit Odem and San Patricio County

Hurricane Celia, 1970. The National Weather Service lists an estimated maximum gust of 160 mph for Portland and Odem, and says damage was extreme in Nueces, San Patricio and Aransas counties.

Hurricane Allen, 1980. The USGS storm record lists Allen among the major storms affecting San Patricio County, with the storm center at Aransas Pass.

The Odem flash flood, October 19, 1984. The USGS lists flash flooding centered at Odem, with an unofficial 25 inches of rain in about 3.5 hours. No roof drain system is sized for that, which is why clear drains and good overflow paths matter.

Hurricane Harvey, 2017. FEMA's disaster declaration for Harvey (DR-4332) included San Patricio County for both Individual and Public Assistance.

Hurricane Hanna, 2020. NWS Corpus Christi recorded a 59 mph gust on Nueces Bay, 10 miles southeast of Odem.

November 1, 2025 hail. Storm data drawn from NOAA Storm Prediction Center reports lists 2.75 inch hail at Gregory, in San Patricio County, on November 1, 2025. Hail that size can bruise insulation, crack coatings and puncture single-ply membranes.

What a Commercial Roof Maintenance Program Covers in Odem

A commercial roof maintenance program is a schedule and a checklist, not a one-time visit. For Odem buildings we build it around water and wind.

Drainage first. We clear drains, scuppers, gutters and downspouts, remove debris, and look for low spots and standing water marks that show where the roof ponds. Given Odem's rain history, this is the most important item on the list.

Seams, flashing and edges. We check membrane seams, base and wall flashing, perimeter edge metal and coping, and make sealant and seam touch-ups before a small opening becomes a wet deck.

Metal roof details. On metal ag, shop and warehouse buildings we check fasteners, laps, ridge and trim, and rust at cut edges.

Penetrations and equipment. Pipe boots, curbs, vents and HVAC units are the most common leak points on any commercial roof. We check each one.

Pre- and post-storm checks. Before hurricane season and after any named storm or hail, we walk the roof and document what we find.

Photos and written findings. Every roof inspection ends with photos and a written report, so you know what we saw and what it means.

Roof Management Is Asset Management for Odem Owners

Your roof is one of the most expensive parts of your building. Roof asset management means treating it that way: knowing what you have, what condition it is in, and when it will need major work.

Keep one record. Roof type, age, past repairs, warranties and inspection reports belong in one file. Dated photo logs from each visit show how the roof is changing over time.

Budget ahead. Regular inspections let you plan repairs, coatings or replacement years out instead of paying for an emergency. School boards, churches and small business owners all do better with a number they can plan for.

Fix small things early. Most roof failures start as small problems at seams, flashing and drains. Catching them on a schedule is how a roof reaches the end of its expected life.

Plan the next roof. When replacement is getting close, good records help you choose the right system, whether that is TPO, PVC, EPDM, Duro-Last, metal, or a coating that extends the life of the roof you have.

Windstorm, Insurance and Records in San Patricio County

San Patricio County is one of the 14 first-tier coastal counties in the TWIA and TDI designated catastrophe area. That affects how roof work in Odem is documented.

Replacing a roof or repairing a significant portion of it needs a windstorm Certificate of Compliance (WPI-8). TWIA generally requires a certificate on file for a building to be eligible for its wind and hail coverage. Temporary repairs after a storm, like tarping or emergency patching, do not need one. TWIA also asks policyholders to make temporary repairs as soon as possible after a loss, keep receipts, and not make permanent repairs until an adjuster has inspected.

This is where a maintenance program pays off. Dated photos and written findings from before a storm help show the roof's condition before the loss. Keep your WPI-8 certificates, permits and invoices with your roof records. This is not legal or insurance advice. Check with your insurance agent about your own policy and requirements.
